topic 是「打标即入」的原始宇宙——含蹭标、无关仓库、fork、monorepo 子路径与已删除仓库；权威集是 manifest 门禁逐条核验后的可信子集，校验按 API 预算滚动推进（断点续跑），权威集随快照持续扩大；候选池 = topic ∪ 策展 ∪ npm，含未打 topic 的仓库，故可能大于 topic 宇宙。纯 tarball 分发等边界形态进分桶人工复核。口径详见 方法论。

The topic universe is tag-and-you're-in raw data — it includes tag squatters, unrelated repos, forks, monorepo subpaths, and deleted repos. The authoritative set is the trusted subset verified item by item through the manifest gate; verification rolls forward within an API budget (resumable), so the authoritative set grows with every snapshot. The candidate pool = topic ∪ curated ∪ npm and includes repos without the topic, so it can exceed the topic universe. Edge cases such as pure tarball distribution go to bucketed manual review.
